Land Referencing process commenced
In order to obtain the necessary legal powers to build and operate a trolleybus network, Metro and Leeds City Council will need to make a formal application for a 'Transport and Works Act Order' (TWAO).
The TWAO application will seek land acquisition powers and planning permission for the proposed NGT Trolleybus scheme. For more information about the TWAO process see the Department for Transport's document "Transport and Works Act orders - A brief guide" (pdf, 389kb).
Construction of the 14km NGT Trolleybus network is being designed to minimise disruption to residents and local businesses, but some impact is unavoidable with a scheme of this size. As the NGT proposals are still at a relatively early stage and the exact land requirements are not yet finalised, consultation with landowners who may potentially be affected by the scheme has now commenced.
In addition we are also carrying out a 'Land Referencing' exercise. Land Referencing is a process of identifying and recording everyone with a legal ownership interest in land affected by the proposed NGT scheme.
To ensure we have the details of everyone who is potentially affected by the NGT scheme, our consultants Ardent Management, are in the process of making contact with freehold and leasehold owners of properties, as well as tenants and other occupiers and users. These details will be included in a 'Book of Reference' so that relevant parties can be contacted as the scheme progresses and when a formal application is made under the TWAO.
